Some of the leading factors of corruption are lack of transparency and accountability, and the political influence on the governance has made the institutions lose their legitimacy from the public. However, giving access to information to the public, restructuring regulatory agencies, and reforming the bureaucracy may surely help the state eliminate corruption from Pakistan’s governance system. In addition to the given suggestions, purifying the state’s executive institutes from the political influence, forfeiting the internal accounting system of the institutes, and promoting the whistle-blow culture in the institutes by securing the whistle-blower’s rights are also some practical measures that need to be taken to eliminate corruption from the governance system of Pakistan.
What are the challenges and issues to the governance because of corruption?
Corruption has given an enormous blow to the governance system of Pakistan. In the absence of accountability and transparency, the culture of red-tapism has been boosted in the institutes. Since there is no check and balance on the authoritarians – who enjoy the discretionary powers – they misuse their power for the sake of their vested interests. Moreover, the presence of loopholes in the policies and the system of governance seems like the leading factor of corruption in the executive bodies. Overlapping of jurisdictions of the institutes create a power vacuum in the system, creating a loophole in the system. As a result of such issues, the state’s governance system faces a lack of legitimacy from the public. Furthermore, with the augmenting political influence over the executive institutes, political intervention and political polarization have taken place in the state’s governance system. Hence, Pakistan needs to take some pragmatic steps, as discussed in the following part of the answer, to eliminate corruption from the governance system of Pakistan.
How to eliminate corruption from the governance system of Pakistan?
To mitigate the effect of corruption and eliminate it from the governance system, Pakistan must ensure access to information to the public. Making complex laws and regulations keeps a lame citizen unexposed to the system’s procedures. Building such comprehensive laws for the citizens would ensure the access of information to the public. Moreover, the regulatory agencies must be restructured to resolve the overlapping of jurisdictions of different institutes. Besides it, the institutes must also strengthen their internal accountability system – the first line of defence of an institute – to nib the social evil in the bud. Similarly, bureaucratic reform is also a need of time. The bureaucrats’ wages must be following the market situation, so their financial needs are efficiently fulfilled. Moreover, the one-window system should be introduced because all the applications are submitted via a single window. The very step would cut off the red-tapism from the institutes. Furthermore, the state’s governance system procedures should be electronic to reduce human interference in the system.
Apart from these measures, the political influence over the governance system must be eradicated. The system must be made autonomous, independent, and powerful to enforce the law-and-order situation in the polity. Moreover, the anti-corruption agencies must also hold awareness programmes and seminars to literate the citizens across the country about the procedures involved in the governance system. The very step may help the state in the future; for instance, while introducing the E-governance system, the citizens would already know the system. It is also important to note that the awareness programme may help the governance institutes to prevent corruption from spreading in society. Hence, it would act as a preventive measure as well. Thus, the abovementioned steps may help the elimination of corruption from the governance system of Pakistan.

Corruption has imbued into the roots of the governance system of Pakistan. To eliminate it, Pakistan needs to apply both long and short term policies. It would be naïve to expect the betterment of the state in social and economic realms in the presence of corruption in the governance system. Ironically, corruption has gained social acceptance and acknowledgement in Pakistani society; consequently, the state’s governance institutes have abandoned to struggle to better their institutions. Moreover, despite raising thousands of slogans against corruption by successive governments, none has taken a pragmatic step to eliminate it. As a matter of fact, Pakistan must understand that creating new regulatory authorities and policies with insufficient research and development would surely not help the state jump out of the menace of corruption.
