Answer to the Question

Introduction

The fundamental motto behind the establishment of the United Nations (UN) was to ensure human security through global peace. Primarily, the focal point of the UN Resolutions adopted in 1946 was to ensure the use of nuclear energy for humanitarian purposes. Thus, the International Agency of Atomic Energy (IAEA) was established in 1957 to deter the deviation of nuclear energy from peaceful use. Similarly, the global organization successfully negotiated the notion of non-proliferation with the member states. As a result, the Non-Proliferation Treaty, the Comprehensive Test Ban Treaty (CTBT), and the Treaty on Prevention of Nuclear Weapons (TPNW) were signed subsequently to reduce the rate of nuclear proliferation. These treaties prevent testing, stockpiling, and threatening the use of nuclear weapons. However, besides halting the pace of nuclear proliferation, the United Nations has not achieved a substantial reduction in nuclear stockpiles. Moreover, the treaties concerning their national security have not been signed by nuclear states. Therefore, the global organization for human security has to address the collective consensus of the nuclear states according to geopolitical conditions, convincing them to gradually denuclearize.

The United Nations (UN) was founded to enhance inter-state cooperation to prevent conflict and ensure global peace. To date, the international organization has arbitrated numerous conflicts and issues of global significance. Regarding the prevention of nuclear proliferation, the organization has played a proactive role through institutional framework and negotiations. For instance, several resolutions and treaties have been passed to discourage nuclear proliferation.

Unwinding the United Nations’ efforts for nuclear non-proliferation

  • International Atomic Energy Agency (IAEA) 1957

The International Atomic Energy Agency (IAEA) is the first line of defence organized by the UN against nuclear proliferation. The agency was institutionalized in 1957 to ensure the peaceful use of nuclear energy. For instance, the agency performs regular inspections of civil nuclear facilities and checks inventories. Importantly, through its regular checks and balances, the agency deters the diversion of civil nuclear facilities to military purposes.

  • Non-Proliferation Treaty (NPT) 1968

The Non-Proliferation Treaty (NPT), having universal extension, is considered a landmark achievement of the UN in the struggle against nuclear proliferation. The treaty was adopted in 1968 and ratified by 191 states, including five nuclear states: China, Russia, France, the United Kingdom (UK), and the United States (US).  The NPT has garnered significant international appreciation for tackling the flow of nuclear proliferation during the Cold War era. The treaty advocates non-proliferation and peaceful use of nuclear energy, providing security to non-nuclear states. Further, the treaty encourages cooperation to pursue nuclear disarmament.

  • Comprehensive Test Ban Treaty (CTBT) 1996

The Comprehensive Test Ban Treaty (CTBT), framed in 1996, manifests the UN’s determination to achieve a nuclear-free world. The treaty commissioned a ban on nuclear explosions for all purposes. In addition, the treaty formalized a ban on the production of fissile material for purposes other than peace. Thus, the quantitative limit on fissile fuel production limits the production of nuclear weapons. However, the treaty has not been ratified by any nuclear state; hence, it fails to achieve its objectives.

  • Treaty on Prohibition of Nuclear Weapons (TPNW) 2017

The Treaty on Prohibition of Nuclear Weapons (TPNW) was formulated in 2017 by non-nuclear states to motivate nuclear nations for disarmament. The treaty prohibits the testing, production, and stockpiling of nuclear weapons. Also, the treaty prevents intimidating the use of nuclear weapons to secure global peace. Unfortunately, the treaty was boycotted by nuclear states, who called it an unrealistic approach to current geopolitical tensions.

Critical analysis

Critically saying, the UN has achieved commendable success in negotiating global peace through nuclear disarmament through different treaties. As a result, countries like Belarus, Ukraine, and Kazakhstan pursued nuclear disarmament despite being the territorial grounds for the former Soviet Union’s nuclear arsenal.  However, the global organization has failed to convince the nuclear states on a common ground to prevent the proliferation and initiating disarmament.  Therefore, a comprehensive nuclear deal should be formulated to maintain the national interests of the nuclear states and obtain global harmony.

 Conclusion

In a nutshell, the UN meshwork of treaties has significantly advocated global security through efforts to reduce nuclear proliferation. Although nuclear states boycotted the treaties, the global efforts for nuclear disarmament in the form of the Treaty on Prohibition of Nuclear Weapons (TPNW) in 2017 manifest substantial prospects for a nuclear-free world.
