1-Introduction

Balochistan, although rich in resources yet poor in living standards, has been dealt with force since the day of its accession to Pakistan. Such use of force has not only ruined the economic fabric of the provinces but also ignited a fame of hate in the hearts of Baloch nationals. Consequently, the wave of hatred has given birth to the anti-state approach in the minds of the Baloch towards Pakistan. Besides, the province has been facing disparity on social, political, and economic grounds by the mother state. Adding to it, extra-judicial killings of the Baloch activists are adding fuel to the fire. Indeed, it has become difficult for the country to protect China-Pakistan Economic Corridor (CPEC) projects in the presence of such anti-state elements. However, a diplomatic approach must be used to deal with the security situation concerning CPEC. By just and equal distribution of national resources, abandonment of extra-judicial killings of the Baloch activists, and initiating a drive of reconciliation, the country can counter the inter-state security threats to CPEC. On the other hand, adopting diplomatic channels and intelligence sharing must be enhanced to tackle the regional powers` conspiracies to sabotage CPEC.

2-Political Profile of Balochistan

To begin with, before the partition of the subcontinent, Balochistan consisted of four princely states: Kalat, Lasbela, Kharan, and Makran. After the partition, all the states acceded to Pakistan except Kalat. The Dar-ul-Amara of Kalat met on February 21 1948, and decided not to grant Pakistan. As it was conspired, on March 19, 1948, the Pakistan Army attacked the state of Kalat and forcefully made the Khan of Kalat Accede. It was the first insurgency in Balochistan, and till now, Balochistan has undergone five insurgencies.

3-The Causes Behind the Anti-State Approach of Baloch Nationalists

Moving ahead, Balochistan, the wealthiest province regarding natural resources, is the poorest among all provinces regarding social, political, and economic indexes. This declivity has made the people of Balochistan become anti-state and demand that Balochistan be made a separate state. Undoubtedly, some causes have hurt the sentiments of the Baloch to adopt such slogans. The disparity among the provinces is the primary cause behind such an issue. According to Pakistan Petroleum Limited, “Sui Gas Fields accounts for 17 per cent of Pakistan’s total gas production.” Although the province contributes a large percentage of natural gas to the country, only 14 towns out of 34 of Balochistan have access to gas connections.

Next to it, the extra-judicial killing of national activists of Balochistan is another major cause, making the nationalists anti-state. Freedom of speech is the fundamental right the state must give every citizen. However, the nationalists are forcefully disappeared whenever they demand their rights. According to the report of the Pakistan Commission of Enquiry on Enforced Disappearances, “Since March 2011, 8,463 complaints of enforced disappearances have been received from Balochistan.” This massive number of disappeared persons includes social activists, students, and journalists. It is saddening that the majority of the missing persons are killed after brutal tortures, and their dead bodies are thrown at the garbage sites. This act exaggerates the sentiments of the nationals to demand a separate state. Moreover, the Baloch Liberation Army, a Baloch anti-state organization, destroys, harms, and deconstructs the government’s infrastructure, and unfortunately, CPEC is not an exception.

4-Suggestive measures to improve the security conditions of Balochistan with respect to the China-Pakistan Economic Corridor

Aiming towards the suggestive measures, CPEC, undoubtedly, is very important for the country’s progress, and it is the state’s responsibility to protect the projects and personnel linked with CPEC. To move the CPEC towards a safe conclusion, the state should initiate a reconciliation drive by conducting a grand national dialogue with the people of Balochistan, including activists, nationalists, and journalists. The state should overview their charter of demands and address them with wholeheartedness. Next, all the disparities, such as social, political, and economic, should be eliminated. Equal distribution of resources, equal education funds, and equal job opportunities among all the provinces are a must to eradicate inter-province disparity.  

Besides, the enforced disappearance of the Baloch activists and their extra-judicial killing must be abandoned, and strict punishments should be imposed on those who do such acts. The government should make a law restricting enforced disappearances, and the law must be implemented in its true sense. Moreover, the people of Balochistan should be given the right to choose their representatives. Hence, free and fair elections should be conducted, allowing all the nationalist parties to participate and giving them a chance to raise their voice in the national and provincial assemblies.

5-Suggestive measures to tackle the role of regional powers in sabotaging the China-Pakistan Economic Corridor in Balochistan

Along with inter-state threats, Pakistan has to deal with conspiracies of regional powers. As CPEC is a game changer for Pakistan, it would boost Pakistan’s economy and make the country recognize itself internationally. So, the completion of CPEC is sabotaged by some regional powers, such as India, Iran, and Afghanistan. To deal with this, the country should engage in diplomatic discussions with its neighbours, resolve all conflicts, and maintain relations with a new approach. To have friendly ties with India and Afghanistan is a must for Pakistan as the country shares its longest border with both of the nations. Moreover, international support should be adopted. As garnering support from international allies to protect CPEC’s interests can act as a deterrent against any overt attempts by regional powers to disrupt the corridor. Hence, Pakistan should gather its allies on a single platform.

Likewise, multilateral agreements with neighbouring countries or regional blocks to collectively ensure the security and integrity of the CPEC project must be enhanced. It would maintain peace in the region and welcome the new ties of relationships. Moreover, new trade opportunities might emerge as a by-product of such co-relation. Last but not least, shared intelligence networking should be anticipated to counter any covert activities aimed at destabilizing CPEC. With the collaboration of regional intelligence agencies, tracing and crushing any element that may sabotage the projects would become easy.

6-Critical Analysis

Critically, peace and prosperity in Balochistan are essential for the permanence of CPEC. Although there are some security threats to CPEC, Pakistan can overcome such challenges by implementing a defensive approach rather than attacking one. The country must learn from the past and try eliminating the obstacles with dialogue, diplomacy, and collaboration.

To Conclude, CPEC is the game changer for Pakistan, yet it has attracted many woes. The state should control the inter-provincial insurgencies with justice and equity, as it is essential for the survival of the CPEC. Moreover, dialogues and table talks must address the regional powers` conspiracies. Consequently, the country can only reap the real benefits from CPEC without such aggravating factors.
