Introduction

Russia’s invasion of Ukraine in February 2022 marked a significant escalation in the eight-year conflict, which began with Russia’s takeover of Crimea in 2014. Ukraine is important to Russia; therefore, Kyiv’s westward drift has prompted conflicts with Moscow since 1991. This is because, after Russia, Ukraine was the most powerful of the fifteen Soviet republics; it housed much of the union’s agricultural production, defense industries, and military, including the Black Sea Fleet and a portion of its nuclear weapons. Throwing light on the international community’s response to the Russia-Ukraine conflict, the majority of countries have criticized Russia’s invasion of Ukraine and passed a resolution in the United Nations (UN) calling on Russia to withdraw its forces from Ukraine. Additionally, to harm Russia’s economy, the European Union (EU) imposed economic sanctions, prohibited the import of Russian energy products, and provided Ukraine with financial, military, and humanitarian aid. Along with the EU, the United States (US) has helped Ukraine by providing security aid and military weapons and increasing its military presence throughout Europe. Essentially, Western countries want to prevent Russia from expanding into Europe. Thus, the international community has responded to the Russia-Ukraine conflict by providing Ukraine with diplomatic, economic, military, and humanitarian help.

An overview of the Russian-Ukraine conflict

Before going further, it is necessary to understand the Russia-Ukraine conflict. Ukraine has had tense relations with Russia since 1991 as a result of Kyiv’s West-aligned policies, which have included attempts to join NATO and the EU, posing security challenges for Russia. For example, following the Maidan Revolution, Russia annexed Crimea in 2014, and after Ukraine announced its intention to join NATO in 2021, Russia invaded Ukraine in 2022. This fact indicates that Ukraine’s membership with the EU, as well as NATO’s expansion into Eastern Europe, impose security dangers on the Russian Federation, exacerbating tensions and resulting in military conflicts. This article sheds light on how the international community, especially the EU and US, has responded to the Russia-Ukraine conflict. 

A- The response of the international community towards the Russia-Ukraine conflict

In addition, the international community has responded to the Russia-Ukraine conflict with diplomatic, economic, and humanitarian measures. Here, the international community’s response has been highlighted.

  • Condemning Russian Invasion

First, the Russia-Ukraine conflict sparks different reactions to this issue worldwide. Most Western states condemn the Russian invasion of Ukraine. For example, the group of 7 (G-7) leaders released a statement that condemned the Russian invasion of Ukraine by describing the attack as unprovoked and completely unjustified, as well as a severe violation of international law and a grave breach of the United Nations Charter. This fact indicates that most Western states have criticized Russian attacks on Ukraine. Further, the Organization for Security and Co-operation in Europe (OSCE) has condemned the Russia-Ukraine conflict. The OSCE chairman said, “We strongly condemn Russia’s military action against Ukraine. This attack on Ukraine puts the lives of millions of people at grave risk and is a gross breach of international law and Russia’s commitments.” This fact highlights how the international community has responded to the Russian-Ukraine conflict. Thus, most of the international organizations and states have condemned Russia for the recent conflict with Ukraine.

  •  Passing UN Resolution against Russian invasion of Ukraine

Second, the international community has adopted resolutions to seize the Russian invasion of Ukraine. Historically, the United Nations General Assembly (UNGA) passed a resolution that demanded Russia withdraw its military from Crimea. Moreover, following the Russian invasion of Ukraine in 2022, the United Nations General Assembly (UNGA) passed a resolution in favour of Ukraine. For instance, the UNGA convened its 11th emergency session in 2022 for the Russia-Ukraine conflict and passed the resolution that demanded Russia withdraw its forces from Ukraine. This fact highlights that most states criticized the Russian invasion of Ukraine. Additionally, it is pertinent to highlight that the resolution was passed with a vote of 143 in favour, five against, and 35 abstaining. Thus, the international community has responded to the Russia-Ukraine conflict by passing a resolution favouring Ukraine. 

B- The response of the European Union towards the Russia-Ukraine conflict

The EU was Russia’s largest trading partner in succession, as five EU member states surrounded Russia. The EU has strained relations with Russia for many years because of the Kremlin’s consistent attacks on Ukraine’s sovereignty, such as Russia’s annexation of Crimea in 2014, the war in Donbas, and Russia’s full-scale invasion of Ukraine in 2022. Therefore, the European Union has responded to the Russia-Ukraine conflict to support Ukraine’s sovereignty. Furthermore, it pressures Russia to withdraw its forces from Ukraine by various measures. Here, light has been shed on how the EU has responded to the conflict. 

  • Imposing economic sanctions on Russia

In the first place, the 27-member European Union has implemented various policy responses to the Russian invasion of Ukraine. Since February 2022, the EU has imposed 13 packages of sanctions to reduce Russia’s ability to finance the war against Ukraine. Some examples of sanctions imposed on Russia by the EU include cutting the Russian financial system off from the rest of the world by prohibiting Russian use of the Society for Worldwide Interbank Financial Telecommunication System (SWIFT) and second, freezing Russian access to its foreign exchange reserves held in Western financial institutions. This fact signifies that the EU has imposed such sanctions to diminish the Russian economic base. Hence, the EU has responded to the Russia-Ukraine conflict by imposing restrictions on Russia. 

  • Banning energy product imports from Russia

In second place, the EU has banned importing energy products from Russia despite its heavy reliance on Russian oil and gas supplies. The EU has prohibited importing Russian sea-borne crude oil and petroleum products, exempting crude oil delivered by pipelines. According to Bruegel, an economic think tank, “The EU reduced imports of Russian fossil fuels from a high of $16 billion per month in early 2022 to around $1 billion per month by the end of 2023.” This fact highlights that the EU bans Russian petroleum products to curb Moscow’s revenues from energy exports. Moreover, it is pertinent to note that the EU has not imposed significant sanctions on Russian natural gas. However, Russia has cut gas supplies to the EU to retaliate against sanctions. For example, Gazprom, a natural gas distribution company in Russia, cut its exports to the EU in retaliation against the refusal of some EU countries to pay in rubles. This fact indicates that after the Russian invasion of Ukraine, the trade of energy products between the EU and Russia has been minimized. Thus, the EU restricted Russian oil and gas imports to weaken the Russian economy. 

  • Providing financial, military, and humanitarian aid to Ukraine

In third place, following the Russia-Ukraine conflict in 2022, the EU member states provided Ukraine with financial, military, and humanitarian aid. The purpose of these funds is to support Ukraine’s recovery, reconstruction, and modernization. According to the European External Action Service (EEAS) Report, 2024, “In February 2024, the EU leaders have approved 54 billion dollars in financial assistance for Ukraine until 2027. They have also provided 42 billion dollars for military assistance to Ukraine and military weapons.” This fact shows that the EU has stepped up its financial, humanitarian, and military support for Ukraine’s economy, society, and future reconstruction. Therefore, the EU has responded to the Russia-Ukraine conflict by providing financial assistance to Ukraine. 

C- The response of the US towards the Russia-Ukraine conflict

Along with the EU, the United States (US) has also backed Ukraine against Russia’s invasion. Here, the light has been shed on what measures the US has taken for the Russia-Ukraine conflict.

  • Providing security assistance to Ukraine

Moving forward, following Russia’s invasion of Ukraine on February 24, 2022, the United States has been providing security support to Ukraine. It has been providing financial aid to Ukraine since 2022 so that Kyiv may bolster its defensive capacities against the Russian clash. According to the US Department of Defense Report, 2024, “The US has committed more than 52 billion dollars in security assistance to support Ukraine’s efforts to defend itself against Russia’s aggression, secure its borders, and improve interoperability with NATO.” This fact demonstrates that the US provides security aid to Ukraine to fight against the Russian invasion. Thus, the US supported Ukraine’s security and defense capabilities in the face of the Russian invasion. 

  • Providing military weapons to Ukraine

Aside from that, the US has sent military weapons to Ukraine. The US has authorized third-party deliveries of US-made defense equipment from numerous EU and NATO members to Ukraine. According to the US Department of Defense Report for 2024, “the US has supplied 40+ High Mobility Artillery Rocket System, 300+ Bradley infantry fighting vehicles, and 40,000+ grenade launchers to Ukraine.” This information indicates that the United States has provided Ukraine with both lethal and nonlethal weapons to combat the Russian incursion. Thus, in response to the Russia-Ukraine crisis, the United States has provided weaponry to Ukraine.

  • Deploying more military troops in Europe

Lastly, in response to the Russian invasion of Ukraine in 2022, the US has increased its military personnel in Europe. The increased US military presence is part of an enhanced NATO defense. According to the US Department of Defense Report, 2023, “The United States extended 20,000 additional armed forces to Europe.” This indicates that the US has increased its military presence in Europe to confront the Russian military. Moreover, the US has made permanent military stations in Europe, including a naval destroyer in Spain, two F-35 fighter jet squadrons in the United Kingdom (UK), and a permanent headquarters in Poland for the U.S. 5th Army Corps. Additionally, the US has surged its military forces in Europe to confront Russia. Celeste Wallander, assistant secretary of defence at the United States Department of Defense, said that the goal of increased US military presence in Europe is to send a message that there are effective defence capabilities in place to serve as a deterrent to further Russian aggression in Europe. This fact depicts that the US aimed to counter Russian influence and assert the US leadership in Europe. Hence, following the Russian invasion of Ukraine, the US has increased its military troops in Europe. 

Critical analysis

Critically, the world has divided into three camps over the Russia-Ukraine conflict, highlighting major Western countries supporting Ukraine against Russia. Western countries and international organizations claimed that Russia has breached the territorial integrity of Ukraine and that it has been conducting unjustified military aggression on Ukraine for many years. In this setting, the West has been providing military, economic, and humanitarian assistance to Ukraine and trying to weaken Russia’s economy with sanctions to prevent it from launching further attacks. However, the stance of Western countries and international organizations on the Israel-Palestine issue put a serious question mark on their peacekeeping agenda, as they have been supporting Israel’s unjust expansion and aggression in Palestine for years. Moreover, the West remained reluctant to give even humanitarian assistance to Palestinian people, who are dying due to malnutrition, thirst, a lack of health facilities, and Israel’s brutal attacks. Essentially, the US, the EU, and other Western countries have been trying hard to stop the Russian invasion of Ukraine by imposing sanctions on Russia. They do not put any sanctions on Israel; instead, the US is providing military assistance to Israel. Hence, countries prioritise their national interests instead of maintaining peace in the world. 

Conclusion

Conclusively, the world has divided opinion regarding the Russia-Ukraine conflict. However, most Western states and international organizations have supported Ukraine amid the conflict. The EU and the US collaborate to assist Ukrainians against Russia. Further, western states have responded to the Russian-Ukraine conflict by providing Ukraine with diplomatic, political, economic, military, and humanitarian support. Moreover, they have been trying to prevent Russia from further expansions by imposing economic sanctions, banning exports, and increasing its military presence in Europe. In short, the international community, especially the EU and the US, has responded to the Russia-Ukraine conflict by providing full support to Ukraine.
