Introduction

A civil servant is a representative of the government who has been selected on the basis of his capabilities and excellence. He has been allocated several duties with respect to his designation in the departments. He has several duties towards the nation and state. The duties include the establishment of Shariah in the society. Moreover, he must live a life like an ordinary man as well as he must address public issues and solve them properly. Additionally, he must avoid corruption and nepotism. He is obliged to perform the duties to ensure the integration of a state.

Debunking the term civil servant

Civil servants are representatives of the government that are assigned several roles with respect to their designations. He is employed to serve public and a mediator between government and public. He must be energetic, of high aptitude as well as honest to the state. Civil servants has been working from the times of holy prophet PBUH and in the reign of caliphate, they were recognised officially as government employs.

Duties of civil servant in light of Islam

There are several duties of civil servants that are elaborated below.

  • Uphold the Islamic religion and Shariah

          A civil servant must uphold the Islamic religion and Shariah through his decisions. Moreover, he must decide all the matters in the light of Islamic teaching, and if any issue is not cleared, then he must call a consensus for a decision. This was illustrated in the conversation of the Holy Prophet PBUH and Hazrat Maáz bin Jabbal. Hazarat Maáz was appointed as governor of Yemen, the Holy Prophet (SAWW) said to him, “How are you going to decide cases?” He replied that he would decide cases according to Holy Quran. The Holy Prophet (PBUH) then asked, “If there is no such thing in the Holy Quran, then?” He stated that then he would resort to the way of the Holy Prophet (SAWW). The Holy Prophet (PBUH) again asked, “If there is no such thing in sunnah too, then?’ He stated that he would exercise his judgment. The Holy Prophet (PBUH) was pleased with his answer. Therefore, a civil servant belonging to Islamic society must consider Shariah while making decisions.

  • Live simple lives like ordinary people

A civil servant’s duty is to behave like ordinary people, as the ultimate authority is to Allah almighty. As well as, they must ensure their simple life. For instance, in the time of Umer r.a. – the second caliph- spoils of war were distributed among Muslims, including the caliph. Each one was given one sheet of cloth. But during the Friday sermon, the caliph had two sheets of distributed cloth, so a person asked the cause for that from the all-powerful sitting head of the Islamic state. The caliph did not get infuriated at that query and politely informed that person that one sheet belonged to him and the other to his son. So, he obeyed the rule that he was an ordinary person and answered the question humbly as one answered his peers. Similarly, each civil servant must live an ordinary life.

  • Address and solve public issues

Also, civil servants must address and resolve the issues of the public. He is appointed to serve the public, so he must address and try to resolve the issues of the public. Holy Prophet (SAWW) reported in Sahih Bukhari in which he said, “Simplify things for people, don’t complicate things, give good tidings to people and don’t make them run away from Islam.” Moreover, Hazrat Umer r.a. also has asked his governors to address public matters and open doors for the public and not appoint any doorkeepers so none of the public would feel ignored. Therefore, it is the duty of a civil servant to address the public properly and resolve their issues.

  • Impart justice to all

Civil servant must ensure justice for all. He is someone, who is responsible for maintenance rule of law equity among all.  The fourth caliph of Muslims Hazrat Ali (RA) said, “A society can survive with disbelief/infidelity but could not survive with injustice.”  therefore, it is the basic duty of every civil servant that he must ensure rue of law and maintain justice for all.

  • Avoid favouring Nepotism

Additionally, civil servants must avoid favouritism in their duties. Also, they must not support anyone who does not meet the criteria for a post. As Holy Prophet PBUH has demonstrated in the case of Fatima, who was accused of theft, and her belonging to a noble tribe led to the cancellation of the punishment. But the Holy Prophet PBUH has ordered the punishment to be delivered, saying that no one is superior to others. So, there He S.A.W. has addressed nepotism favouritism wrong and demonstrated avoiding such activity.

  • Restrained from corruption

Also, the civil servant must avoid corruption during their duties. They must ensure that not only they but also all employees must avoid corruption. Islam has also forbade it, and caliph Umer has demonstrated it in his reign. During Umer r.a. caliphate, Khalid bin Waleed was accused of corruption in spoil after winning battle, so Umer r.a. dismissed him from the designation. Moreover, even today, all civil servants also refrain from corruption as well as stop others from doing corruption.

Conclusion

All in all, civil servant is appointed to serve common man b the government. In fact, he is a bridge between the government and the public, facilitating public dealings on behalf of the government. He has several duties, which are allocated to him in Islam. For instance, he must uphold Shariah and the rule of justice in society. Moreover, he must also address public issues and resolve them properly without nepotism, favouritism and corruption in his duties. So that one can maintain a better society.
